If you have created an offer but stopped short of submitting it, you can easily access it via your Offers page.
Here are the steps:
Click on the "Save & Exit" link when you are finished working on your incomplete offer.
When you want to finish and submit your offer, go to your Offers page and click on the "Edit Offer" button. This will take you to your draft offer and you can start from where you left off.
